How Long to Wait Before Coating a New Concrete Slab

The 28-day rule is real, widely misquoted, and only the first of three conditions a fresh slab has to satisfy.
Where the 28-day number comes from
Twenty-eight days is the conventional period for Portland cement concrete to reach its specified compressive strength and substantially complete hydration. Coating manufacturers adopted it because a slab that is still hydrating is still releasing water, and because concrete shrinks as it cures. Shrinkage cracking that occurs after a coating is down transfers straight through the film.
The number is a minimum, not a guarantee. Industry guidance notes it can take as long as 60 days before new concrete has dried enough to coat, depending on air temperature and humidity, and that concrete routinely looks dry well before it is ready. In practice, calendar age tells a contractor whether testing is worth doing yet, not whether the slab passes.
Drying is also not the same process as curing. Curing is the chemical reaction that consumes mixing water and builds strength. Drying is the slower physical departure of the water left over, and it depends on slab thickness, the water-to-cement ratio the ready-mix supplier used, whether a vapor retarder sits underneath, and the weather since the pour. Two slabs poured the same week on the same street can be weeks apart on readiness.
Why this matters in Charles County

- Surface condition: laitance, curing compound, and the broom finish all removed and a defined profile established.
- Flatness and defects: shrinkage cracks routed and filled, control joints addressed, and bleedwater dust removed.
Curing compounds are the hidden problem
Most production builders spray a membrane-forming curing compound on a fresh slab to hold water in during early hydration. It does its job, then it sits on the surface as a bond breaker. Primer cannot penetrate it, and it is not always visible.
Mechanical removal is the only reliable answer. Testing is what actually clears the slab
Two ASTM methods do the work. ASTM F1869 uses a calcium chloride desiccant dish over a 60 to 72 hour cycle and reports moisture vapor emission in pounds per 1,000 square feet per 24 hours, with a traditional ceiling of three pounds. Its known limitation is depth: it reads only the top half inch to three-quarters of an inch, and it is no longer permitted on lightweight concrete.
ASTM F2170 reads relative humidity inside the slab using probes set at 40 percent of thickness for one-sided drying, with 24 hours of equilibration and common product cutoffs of 75 to 80 percent. On a new slab, that internal reading is the honest one, because a young slab can present a dry-looking face while the body of the concrete is still well above any product limit.
None of this means a new floor has to wait a year. It means the decision belongs to a measurement rather than to a builder handover date.
